Resumo

This paper presents a Process Capability Model for Service Delivery in the Brazilian Public Software (SPB) and the process used for the development and evolution of the model. This model is structured in two dimensions: process capability areas and levels. Each area consists of a set of objectives and practices that guides the establishment and improvement of an important aspect of service delivery. The current version defines five process capability areas. PRO2PI methodology and its Method Framework for Engineering Process Capability Models were used to guide the development of this model based on the context and characteristics of SPB as an example of a Public Collaborative Digital Ecosystems domain.
