Resumo
This paper presents the construction and the detailing of the Process Capability Model components for software development in the Brazilian Public Software (SPB). SPB adopts the free license model and it is considered as a public good, resulting in benefits to society. The model was developed with the support of virtual communities of the SPB web portal in a cooperated and shared approach with universities and research groups. The model was developed using a method framework for the construction of process capability models, which is also presented in this paper. This work is part of a Software Process Capability Reference Model to meet the needs and characteristics of SPB.
